BY-LAW CHANGE

June 20/2023

ART. 9

WHEREAS, the C.U.P.W Toronto Local cannot fully guarantee complete and 100%, access to a ‘zoom’ or other ‘audio-visual’ meeting to its membership without technical glitches,

AND WHEREAS, this could affect members during the qualification period for the Union’s National Convention,

AND WHEREAS, the Toronto Local executive or membership has not introduced a transparent and glitch free method for a member to raise a point of order, leaving the President to decide what member speaks next,

AND FURTHER, an executive officer currently must attend to the operation of the ‘zoom’ or ‘audio-visual’ meeting, thereby not allowing that person(s) to fully participate in the membership meeting,

THEREFORE, the Toronto Local of C.U.P.W will not hold any ‘zoom’ or ‘audio-visual’ General Membership Meetings until such time as the executive can fully guarantee a member in good standing access to such a meeting, proposes a process for dealing with points of order and a speaker’s list during such meetings, and does not disenfranchise an executive officer or any other member from not being fully able to participate in the membership meeting. This information is to be documented in a duly passed By-Law.

The Toronto Local can hold a hybrid meeting where the in-person meeting is still held at the hall or other such building announced by the executive and an ‘audio-visual’ or ‘zoom’ meeting is offered simultaneously, but the member would accept any risk of technical glitch or non-access to the meeting if they chose the ‘zoom’ route.

In both cases, the local executive shall make every attempt to attend in person.

The Honourable Minister of Public Services, Jean-Yves Duclos, must take decisive action regarding the Board of Directors of Canada Post, or he must be replaced. As a Crown Corporation, the Government of Canada is the sole shareholder, so it is imperative that Canada Post operates responsibly. The Minister has the authority to appoint the members of this board, and it is clear that Doug Ettinger, the CEO and President of Canada Post and his current board have failed in their duties.

Dear Comrades

Canada Post is continuing their bullying tactics. Members have received calls from CPC informing them they were laid off while they were on the picket line. This is a scare tactic. CPC wants us to weaken but we are stronger together. We must continue to keep the picket line strong to show Canada Post that an injury to one is an injury to all and we will NOT BE BULLIED!
